Vintage Cast Iron Clothes Pole Clothes Line Cap w/Bracket

Description

This is a vintage Clothes Pole Clothes Line Cap with four clothesline hooks.  It appears to be cast iron.  There is also a 1/4" thick, 5" x 3 1/2" cast iron plate on top. The plate has three holes, two which are drilled completely thru the plate and one partly thru.  Not sure of the plates' purpose.  There was originally a weather vane bolted to the plate.  There is a bolt, nut and washer inside the cap; perhaps the plate can be removed.  The Cap has a set bolt on the side to secure it to a pole.  The bolt still works.  There are still remnants of two layers of paint on the cap.  There is rust on the very top of the Cap and on both top and bottom of the plate, but not loose.  Inside the cap is also rusty but there looks to be a green color paint(original color?) around the bolt, nut and washer.  The cap measures 4 1/4" across, hook to hook, and 2" high.  The opening at the bottom of the cap is almost 2" across.  Don't know the age but based on the condition and paint layers I would guess early mid century. A cool and unusual piece.
